Products Certification Body was founded as an independent part of the faculty in 2007. It focuses on product certification processes in the field of railway signalling systems.
It cooperates with the Testing Laboratory of the Faculty of Transportation Sciences.

The Certification Body is accredited by the Czech Accreditation Institute and the services performed comply with European Standard EN/ISO IEC 17065:2013
(Certificate of accreditation, Attachment).

Czech Technical University in Prague (CTU) is an Authorized Body No. 268 (Decision no. 10/2014 of the Czech Office For Standards, Metrology And Testing (UNMZ)) and Notified Body no. 2601 to assess product conformity of European Rail System - Control Command and Signalling Subsystem as defined by the Act No. 22/1997 Coll., on technical requirements on products, and based on the government regulation No. 133/2005 Coll., on technical requirements with regard to operational and technical interoperability of European Railway System, Legislation 2008/57/EC Interoperability of the rail system within the Community (Recast), Command, Control and Signalling Subsystem. CTU is included in the New Approach Notified and Designated Organisations Information System NANDO (Notification of a Body).

The Certification Body offers three types of services:

Services

1. Assessing the Conformity of Railway Interlocking Plants with Standard Specification or with Another Normative Document

The Certification Body issues a Certificate of Product Conformity with the Standard Specifications/Normative Documents on the grounds of tests performed by accredited testing laboratories or functional tests performed by the Certification Body in compliance with conditions defined by an applicant and/or assessment of the documentation. The Certification Body performs the conformity assessment of products specified in the Attachment of the Certificate of Accreditation. The applicant selects the relevant standard specifications/normative documents from the list of standards specified in Attachment of the Certificate of Accreditationor in the List of Normative Documents Included within the Flexible Scope of the Accreditation. The applicant specifies his selected standards in the Application for Certification.

The Certification scheme is defined in internal document PROCEDURE IN 2008/18 "The Procedure for Conformity Assessment of Railway Interlocking Plants with Standard Specifications or Other Normative Documents".

The Certification Body can issue two versions of certificates which differ in their validity periods:

  1. If the applicant asks for an assessment of a prototype, the Certification Body issues a certificate without a validity period and the certificate is valid only for the uniquely identified product.

  2. In other cases (mass production), the Certification Body issues a certificate with a 5-year validity period. The Certification Body performs subsequent annual inspections. If the product is not altered, the validity period can be prolonged. The applicant must submit a written application to the Certification Body and it must include a written proof that the product has not been altered. The Certification Body conducts an extra inspection to ensure the product’s conformity with the documentation and it issues a validity period extension based on the inspection results. The procedure can be repeated.


2. Conformity of Interoperability Constituents Assessment

The Certification Body verifies that the interoperability constituent meets the requirements for CCS parts given by Technical Specifications for Interoperability (TSIs).

The certification scheme is defined in internal document PROCEDURE IN 2008/19 "Procedure for Conformity Assessment of Interoperability Constituents".

The conformity assessment is performed in compliance with government regulation no. 133/2005 Coll. and the following TSIs:

The Certification Body uses following procedure modules for:

A) ) Conformity Assessment in compliance with Commission Decision 2006/679/EC
  • the type-examination procedure (Module B - "Type Examination") for the design and development phase in combination with the production quality management system procedure (Module D - "Production Quality Management System") for the production phase; or
  • the type-examination procedure (Module B - "Type Examination") for the design and development phase in combination with the product verification procedure (Module F - "Product Verification"); or
  • the full quality management system with design examination procedure (Module H2 - "Full Quality Management Ssystem with Design Examination")
B) Conformity Assessment in compliance with the Commission Decision 2012/88/EU and Commission Regulation (EU) 2016/919:
  • the type-examination procedure (Module CB - "EC-type Examination") for the design and development phase in combination with the production quality management system procedure (Module CD - "Conformity to Type Based on Quality Management System of the Production Process") for the production phase; or
  • the type-examination procedure (Module CB - "EC-type Examination") for the design and development phase in combination with the product verification procedure Module CF - "Conformity to Type Bbased on Product Verification"); or
  • the full quality management system with design examination procedure (Module CH1 - "Conformity Based on Full Quality Management System Plus Design Examination"); or
  • Module CV - "Type Validation by In-Service Experience".

The manufacturer, or his authorised representative established within the Community, may choose these modules and he includes the list of selected modules in his Application Form.

Details of evaluation procedures are part of quality manual and other documents of the Certification Body and they are available to customers on demand.

If the Certification Body makes Conformity Assessment in compliance with the Commission Decision 2006/679/EC, it issues the following certificates for interoperability constituents:

  1. Type-examination certificate
  2. Certificate of conformity (with TSIs or other European specifications)

If the Certification Body makes Conformity Assessment in compliance with the Commission Decision 2012/88/EU or the Commission Regulation (EU) 2016/919, it issues the following certificates for interoperability constituents:

  1. EC-type examination certificate
  2. EC design examination certificate


3. Verifying Control-Command and Signalling Subsystems

Verifying Control-Command and Signalling Subsystems is a certification procedure which is aplied by the Certification Body to declare that assessed subsystem:
  1. satisfied EU directives, laws and TSIs for subsystem operation
  2. satisfied internatinal conventions which the Czech Republic signed

The certification scheme is defined in the internal documnet PROCEDURE IN 2008/20 "Procedure for European Railway System Verification".

The conformity assessment is performed in compliance with government regulation no. 133/2005 Coll. and the following TSIs:

  • Commission Decision 2006/679/EC concerning the technical specification for interoperability relating to the control-command and signalling subsystem of the trans-European conventional rail system as amended by Commission Decisions 2006/860/EC, 2007/153/EC, 2008/386/EC, 2009/561/EC, 2010/79/EU + Correction of 2010/79/EU a 2012/463/EU
  • Commission Decision 2006/860/EC concerning the technical specification for interoperability relating to the control-command and signalling subsystem of the trans-European high speed rail system as amended by Commission Decisions 2007/153/EC, 2008/386/EC, 2010/79/EC + Correction of 2010/79/EU a 2012/463/EU
  • Commission Decision 2012/88/EU on the technical specification for interoperability relating to the control-command and signalling subsystems of the trans-European rail system as amended by Commission Decision 2012/696/EU
  • Commission Decision 2010/713/EU on modules for the procedures for assessment of conformity, suitability for use and EC verification to be used in the technical specifications for interoperability adopted under Directive 2008/57/EC of the European Parliament and of the Council
  • Commission Regulation (EU) 2016/919 on the technical specification for interoperability relating to the "control-command and signalling" subsystems of the rail system in the European Union

To verify the On-board assembly in compliance Commission Decision 2006/679/EC, the contracting entity or its authorised representative established within the Community may choose:

  • the type-examination procedure (Module SB) for the design and development phase in combination with the production quality management system procedure (Module SD) for the production phase, or
  • the type-examination procedure (Module SB) for the design and development phase in combination with the product verification procedure (Module SF), or
  • the full quality management system with design examination procedure (Module SH2)

To verify the Control-Command and Signalling On-Board Subsystem according to Commission Decision 2012/88/EU or the Commission Regulation (EU) 2016/919, the contracting entity or its authorised representative established within the Community may choose:

  • the type-examination procedure (Module SB - "EC-Type Examination") for the design and development phase in combination with the production quality management system procedure (Module SD - "EC Verification Based on Quality Management System of the Production Process") for the production phase; or
  • the type-examination procedure (Module SB - "EC-Type Examination") for the design and development phase in combination with the product verification procedure (Module SF - "EC Verification Based on Product Verification"); or
  • the full quality management system with design examination procedure (Module SH1 - "EC Verification Based on Full Quality Management System Plus Design Examination")

To verify the Track-side assembly in compliance with Commission Decision 2006/679/EC, the contracting entity or its authorised representative established within the Community may choose:

  • the unit verification procedure (Module SG), or
  • the type-examination procedure (Module SB) for the design and development phase in combination with the production quality management system procedure (Module SD)) for the production phase, or
  • the type-examination procedure (Module SB) for the design and development phase in combination with the product verification procedure (Module SF), or
  • the full quality management system with design examination procedure (Module SH2)

To verify the Control-Command and Signalling Track-Side Subsystem in compliance with the Commission Decision 2012/88/EU or the the Commission Regulation (EU) 2016/919, the applicant may choose:

  • the unit verification procedure (Module SG - "EC Verification Based on Unit Verification"); or
  • the type-examination procedure (Module SB - "EC-Type Examination") for the design and development phase in combination with the production quality management system procedure (Module SD - "EC Verification Based on Quality Management System of the Production Process") for the production phase; or
  • the type-examination procedure (Module SB - "EC-Type Examination") for the design and development phase in combination with the product verification procedure (Module SF - "EC Verification Based on Product Verification"); or
  • the full quality management system with design examination procedure (Module SH1 - "EC Verification Based on Full Quality Management System Plus Design Examination")

The applicant chooses the relevant modules and he includes the list list of selected modules in his Application Form.

If the Certification Body performs Conformity Assessment in compliance with Commission Decision 2006/679/EC, it issues the following certificates:

  1. Type-examination certificate for the subsystem
  2. Certificate of verification of the subsystem

If the Certification Body performs Conformity Assessment in compliance with Commission Decision 2012/88/EU or the Commission Regulation (EU) 2016/919, it issues following certificates:

  1. EC type examination certificate for the subsystem
  2. EC certificate of verification of the subsystem

The Certification Body takes into account Temporary Statements of subsystem type examination or Temporary Statements of verification of the subsystem issued during the conformity assessment process. It ascertains whether

  1. the Temporary Statement was issued for the development phase or for the production phase,
  2. the production phase corresponds with design phase, for which the Temporary Statement was issued, if this Temporary Statement was not issued for the production phase,
  3. other design and production phases, which were not evaluated during early assessment procedure, confirm to TSIs.
The Certification Body issues a certificate with attachment; the attachment contains the declaration that the the project complies with legislation and technical documentation. The Certification Body lists all discrepancies found out during assessment procedure. The attachment also contains inspection reports and audit reports.

The Certification Body can issue Temporary Statements itself but irrelevant to its accreditation. The Certification Body accepts Temporary Statements issued by any other Authorised/Notified Body.
